Main issues, as the Inspector framed them
- The effect of the proposed development on the character and appearance of the host dwelling and surrounding area
What decided it
The position, flat roof shape and scale of the proposed annex would make it an unsympathetic addition that harms the character and appearance of the host dwelling and wider street scene, and this harm substantially outweighs the benefits of energy efficiency and accessibility under Policy S4 of the NPPF.
The benefits of the proposal (energy efficiency, accessibility, flexible living accommodation) were substantially outweighed by the adverse effects on character and appearance when assessed against the national decision-making policies of the NPPF, and the proposal therefore conflicts with the development plan.
