Main issues, as the Inspector framed them

  • Whether the site is suitable for residential development, having regard to its location, including its position within the Coastal Area and Flood Zone 3

What decided it

The site's location outside the settlement, within Flood Zone 3 and the Coastal Area, combined with inadequate evidence of sequential test compliance and conflict with Policies SP17 and SP18, rendered it unsuitable for residential development in principle.

The modest housing supply contribution and economic benefits were afforded moderate weight, but the conflicts with Policies SP17 and SP18, the absence of suitable flood risk evidence, and the objective of directing development away from areas at greatest risk of flooding attracted substantial weight; the adverse consequences outweighed the benefits.
