Main issues, as the Inspector framed them
- Whether the site is appropriate for the development of a dwelling having regard to local and national planning policy
What decided it
The proposal's conflict with Policy DP3(2d) of the Framework regarding transport infrastructure and sustainable access choices, which the limited benefits of a single dwelling cannot justify, means the adverse effects substantially outweigh the benefits under Policy S5(2).
The benefits of housing delivery and limited social and economic benefits were substantially outweighed by the adverse effect of inadequate sustainable transport access and conflict with Policy DP3(2d), even given the Council's housing land supply shortfall.
