Main issues, as the Inspector framed them

  • whether the proposal would amount to inappropriate development in the Green Belt having regard to the National Planning Policy Framework and any relevant development plan policies
  • whether the development would be in a suitable location, having regard to the development strategy

What decided it

The proposal fails to satisfy Policy S5(1)(j)(i) because it is not physically well-related to the settlement, and the benefits do not substantially outweigh the adverse effects on countryside character when weighed against the fallback position of a Class Q conversion.

The benefits of housing supply, economic benefits and social benefits to the community were outweighed by the adverse effects on the character of the countryside, particularly given that the extant Class Q approval would result in a less harmful outcome in terms of scale, layout and built form.
