The benefits of addressing unmet Gypsy pitch need, the appellant's protected characteristic and equality considerations, and the best interests of the child were substantially outweighed by the substantial harm to the natural beauty of the High Weald National Landscape, which is afforded high protection by Policy N4 of the Framework.
