What decided it

The harm to the natural beauty of the High Weald National Landscape arising from the urbanising effect and erosion of the local field pattern is sufficient to render the scheme unacceptable, notwithstanding the significant material considerations in favour including unmet Gypsy pitch need and equality and child welfare considerations.

The benefits of addressing unmet Gypsy pitch need, the appellant's protected characteristic and equality considerations, and the best interests of the child were substantially outweighed by the substantial harm to the natural beauty of the High Weald National Landscape, which is afforded high protection by Policy N4 of the Framework.
