Main issues, as the Inspector framed them

  • Whether the proposed development would preserve or enhance the character or appearance of the Bushby Conservation Area

What decided it

The proposed dwelling's contemporary design, formal window arrangement, substantial porch feature and proximity to neighbouring dwellings would result in harm to the character and appearance of the Bushby Conservation Area that would not be outweighed by the modest benefits of providing a replacement dwelling.

Applying Policy S4 of the Framework, the benefits of approving the development would be substantially outweighed by the adverse effects when assessed against the national decision-making policies in the Framework, particularly Policy DP3 relating to context and design and Policies HE4 and HE6 relating to heritage.
