Main issues, as the Inspector framed them

  • Appeal A: the effect of the proposed Hub on the character and appearance of the area
  • Appeal B: the effect of the proposed advertisement on the visual amenity of the area

What decided it

The bulky and visually prominent nature of the proposal, heightened by illuminated digital displays, would cause substantial harm to the character and appearance of the area and visual amenity that substantially outweighs the benefits of improved public service infrastructure.

The benefits of improved public service infrastructure and connectivity were given substantial weight, but were substantially outweighed by the adverse effects on character and appearance and visual amenity when assessed against NPPF policies S4 and DP3, resulting in dismissal.
