What decided it

The bulky and visually prominent nature of the proposal in a sensitive location with strong building lines and open views would cause substantial harm to character and appearance that outweighs the benefits of improved public service infrastructure.

The benefits of improved public service infrastructure and connectivity were given substantial weight, but were substantially outweighed by the adverse effects on the character and appearance of the area and visual amenity, assessed against NPPF policies S4 and DP3.
