What decided it

Insufficient information was provided to enable an Appropriate Assessment to conclude that the proposal would not adversely affect the integrity of the protected European sites, and reasonable scientific doubt remained as to the absence of adverse effects either alone or in combination with other plans or projects.

The significant weight afforded to the conflict with the Habitats Regulations and the absence of adverse effects on protected sites outweighed the significant weight of delivering 4 market dwellings in a sustainable location and the moderate weight of economic benefits, such that the proposal conflicted with the development plan as a whole and the presumption in favour of sustainable development did not apply.
