Main issues, as the Inspector framed them
- The effect of the proposed development on the character and appearance of the appeal property and the surrounding area, having particular regard to its location within the open countryside and the Isle of Axholme Area of Special Historic Landscape Interest
What decided it
The proposed extensions would constitute a disproportionate increase in size under Policy S5(1)(c) of the Framework and would result in moderate harm to the significance of the Isle of Axholme Area of Special Historic Landscape Interest that would not be substantially outweighed by the limited benefits of the proposal.
The proposal would cause harm to the character and appearance of the appeal property and the surrounding area, including the open countryside and the AoSHLI, conflicting with the development plan taken as a whole. The limited economic benefits during construction and improved functionality for the dwelling's occupiers would not substantially outweigh the identified harm to character and appearance and the countryside, and the exceptional circumstances required by Policy S5 have not been demonstrated.
