The acute identified social need for children's care homes in the Birmingham area, where 44% of cared-for children are currently placed outside the plan area with documented negative impacts on their education and mental health, outweighs the loss of a larger dwelling given the current oversupply of 4+ bed properties in Sutton Coldfield.

The loss of a larger dwelling was outweighed by the pressing need for children's care accommodation in the plan area, which would make a significant beneficial impact to an underserved demographic while affecting the Council's supply of larger homes only to a minor degree given current supply levels.
