What decided it

The compact form, modest scale and off-centre siting of the kiosk, combined with the spacious width of Middle Street and existing street furniture context, would prevent the proposal from appearing visually intrusive or dominant in the street scene.

The benefits of telecommunications infrastructure and public amenity (defibrillator provision) were weighed against the visual impact concerns; the Inspector found the proposal acceptable in this busy commercial town centre setting with appropriate conditions controlling illumination.
