Main issues, as the Inspector framed them

  • Whether the development complies with relevant policies within the development plan and within the Framework which control housing in rural areas

What decided it

The instruction provided by Framework policy HO11 that isolated homes in the countryside should only be provided in certain exceptional circumstances is a very strong one, and the proposal's failure to demonstrate an essential need for a rural worker dwelling means it substantially outweighs the development's benefits when assessed against the Framework's national decision-making policies.

The modest contribution to housing supply (2.6 years' supply demonstrated) and the use of previously developed land were substantially outweighed by the conflict with the policy approach to the spatial distribution of housing and the very strong instruction in Framework policy HO11 that isolated homes in the countryside should only be provided in exceptional circumstances, such that the presumption in favour of sustainable development indicated the development should be refused.
