Main issues, as the Inspector framed them

  • Whether the appeal site is a suitable location for the proposal, having regard to development plan policies concerning housing development in the countryside
  • Whether the proposal would conserve and enhance the character and appearance of the area and the special qualities of the Nidderdale National Landscape

What decided it

The unjustified loss of a traditional agricultural building that contributes positively to local distinctiveness and the special qualities of the Nidderdale National Landscape, combined with the countryside location and unsustainable patterns of movement, could not be outweighed by the fallback position or other benefits.

The substantial weight attached to conservation and enhancement of the National Landscape and the significant weight to the fallback position, together with moderate weight to improved vehicular access and little weight to environmental and housing benefits, did not substantially outweigh the adverse effects of countryside location conflict and unjustified loss of a traditional building.
