Main issues, as the Inspector framed them
- The effect on character and appearance
What decided it
The overly intensive, visually prominent form of development would be materially harmful to the character and appearance of the locality and would fail to respond positively to the site's context, such that the benefits of housing delivery would not substantially outweigh the adverse effects under NDMP S4.
The benefits of four additional dwellings, efficient use of land within the settlement boundary, and modest economic benefits during construction and future occupier expenditure were substantially outweighed by the overly intensive and visually prominent form of development that would fail to respond positively to the site's context and conflict with NDMPs DP3, L2 and L3.
