What decided it

The proposal fails to satisfy Policy S5(c) of the Framework because insufficient evidence demonstrates the building is lawful in planning terms, and therefore does not comprise one of the limited forms of development appropriate outside settlements.

The limited positive contribution to housing land supply and the appellant's personal desire for a dwelling do not outweigh the conflict with the development plan and the Framework.
