Main issues, as the Inspector framed them

  • whether the proposal would preserve the Grade II listed building or its setting or any features of special architectural interest which it possesses
  • the effect of the proposal on the Luddenden Dean Special Landscape Area (SLA)

What decided it

The harm to the significance of the Grade II listed building caused by the massing and prominence of the proposed two-storey extension, which was not outweighed by any public benefits, was the decisive factor in dismissing both appeals.

The benefits of granting permission, comprising private accommodation benefits and some conservation benefits to the building fabric, were substantially outweighed by the medium-level harm to the significance of the designated heritage asset, which was of considerable importance and weight.
