Main issues, as the Inspector framed them
- the effect of the proposal on the character and appearance of the area
- whether the proposal would be capable of meeting the statutory biodiversity net gain objective
What decided it
The proposal would harm the character and appearance of the area by introducing a cramped form of development that would be at odds with the established pattern of low-density, spacious development, and this harm would substantially outweigh the modest benefit of providing one additional dwelling.
Although the proposal would provide an additional dwelling contributing to housing supply at a time of shortfall (1.97 years), and would attract substantial weight as a housing benefit, the adverse effects on character and appearance and conflicts with Policies DP3 and L2 of the Framework would substantially outweigh those benefits when assessed against the national decision-making policies of the Framework.
