Main issues, as the Inspector framed them

  • Whether the proposal would preserve the Grade II listed building of 33, 35 and 37, High Street and the effect on the character and appearance of the Frant Conservation Area

What decided it

The moderate harm to the significance of the listed building and limited harm to the conservation area would not be outweighed by the significant benefits of improved thermal efficiency and economic gains, as the benefits would be substantially outweighed by the adverse effects when assessed against Policies HE5, HE6, HE9, S3 and S4 of the Framework.

The significant benefits of improved thermal efficiency, historic fenestration pattern restoration, removal of Perspex and economic benefits would not outweigh the considerable importance and weight given to the moderate harm to the significance of the listed building and limited harm to the conservation area.
