Main issues, as the Inspector framed them

  • The effect of the development on parking, with particular reference to highway safety on Marlin Road

What decided it

The absence of a properly formed vehicular access and crossover with assessed visibility splays to serve the proposed parking spaces would present a significant risk to pedestrian and highway safety, and the development would worsen on-street parking congestion.

Applying Policy S4, the benefits of the proposed development in terms of increased living space would be substantially outweighed by the harm to highway safety.
