Main issues, as the Inspector framed them
- The effect of the hub and digital displays on highway and pedestrian safety
What decided it
The location of the internally illuminated street hub close to a signal-controlled junction on a busy arterial route would unduly distract drivers and have a materially harmful effect on highway safety and the free flow of traffic.
The advanced benefits of improved telecommunications infrastructure would not be sufficient to outweigh the highway safety harm identified.
