Main issues, as the Inspector framed them
- the effect of the proposal on the amenity of the area, with particular regard to whether it would preserve or enhance the character or appearance of the conservation area
- the effect of the proposal on public safety
What decided it
The substantial visual harm to the character and appearance of the conservation area and the harm to public safety from obstruction of pedestrian movement substantially outweighed the public benefits of digital connectivity and telecommunications provision.
The benefits of the proposal, including digital connectivity, 5G coverage, charging facilities and emergency services access, were substantially outweighed by the low-level harm to the significance of the heritage asset and the harm to public safety from pedestrian obstruction, applying Policy S4 of the Framework.
