Main issues, as the Inspector framed them

  • The effect of the digital display upon public safety

What decided it

The approach road is relatively straight so that drivers would see the display well before the roundabout, and conditions controlling the rate of image change and illumination levels would mitigate any distraction risk.

The benefits of the illuminated digital advertisement in attracting attention were balanced against public safety concerns, with the balance tipped in favour of the proposal by the mitigation afforded by conditions and the siting characteristics of the location.
