What decided it

The less than substantial harm to the settings of the Maritime Greenwich World Heritage Site, the Old Royal Naval College and Tower Bridge was not outweighed by the scheme's public benefits, providing a clear reason for refusal under NPPF paragraph 11(d)(i).

Moderate weight to the delivery of housing (including affordable housing) and to construction-phase economic benefits, limited weight to the housing land supply shortfall, and very little weight to the CIL payment were outweighed by considerable weight given to heritage harm to the WHS, Old Royal Naval College and Tower Bridge, significant weight to harm to character and appearance, further significant weight to conflict with Framework paragraph 134, and limited weight to harm to sailing conditions, such that the balance tipped against the proposal.
