The Appellants failed to demonstrate that the hot food retail use/proposed farm shop was either a secondary farm diversification activity or an exceptional rural attraction, meaning it was unjustified in this open countryside location and caused harm to character and appearance that was not outweighed by its benefits.

The benefits of the business, including local employment, popularity and complementary use of farm produce, did not outweigh the harm to the character and appearance of the open countryside and the conflict with the Council's policies restricting development in that location, for both the enforced use and the proposed farm shop building.
