What decided it

The solidity, height, expanse, style and prominence of the front fence result in it standing out as a visually harsh and incongruous vertical hard landscape element in the countryside context, and the limited benefits of improved access and privacy do not outweigh this harm.

The benefits of more convenient vehicular access with associated safety benefit and privacy provision were outweighed by the harm to the character and appearance of the rural area.
