Repositioning the bus gate to give 160 dwellings permanent vehicular access from Bartholomew Court would undermine the development plan's objectives to promote sustainable transport and minimise private car trips.

The limited benefits of a second point of sale and faster housing delivery did not outweigh the harm to sustainable transport objectives, and the proposal conflicted with the development plan as a whole with no other considerations, including the Framework, outweighing this finding.
