The out-of-date status of the settlement boundary policies, combined with the absence of material harm that would significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole, justified allowing the appeal under paragraph 11(d).

The limited social and economic benefits of providing a single dwelling were not significantly and demonstrably outweighed by any material harm, and the appeal was allowed.
