What decided it

The Inspector found that the proposed highway mitigation would be deliverable and safe, such that the residual cumulative traffic impacts on the road network would not be severe and there would be no unacceptable harm to highway safety.

As the proposal accorded fully with the development plan and caused no unacceptable highway harm, the substantial benefits of facilitating the SWMK development (1,855 homes including 557 affordable, employment, sustainable transport infrastructure) weighed further in its favour, and the balance favoured allowing the appeal.
