What decided it

The marketing evidence since 2018 demonstrated insufficient interest in B1 use alone to justify refusing the change to flexible B1/D1 use, which would provide community benefits through adult training.

The loss of B1 employment space was outweighed by the demonstrated lack of market demand for B1 use and the benefits of providing a D1 education and training facility for local residents.
