What decided it

The development resulted in the unacceptable loss of a small family dwelling house for which there is identified housing need in the Borough, contrary to Policy DM17, and caused harm to character and appearance and neighbouring living conditions, with no material considerations outweighing these harms.

The harms to character and appearance, loss of small family housing, and adverse effects on neighbouring living conditions were not outweighed by the appellant's arguments regarding accommodation standards, lack of neighbour objections, or need for affordable smaller properties.
