What decided it
The proposal conflicts with the development plan on three independent grounds—unsuitable location outside the settlement boundary, unjustified loss of best and most versatile agricultural land, and adverse highway safety impacts—and even if a five-year housing land supply shortfall existed, the adverse impacts would significantly and demonstrably outweigh the modest housing benefits.
The modest contribution to housing land supply was outweighed by the adverse impacts of unsuitable location, loss of agricultural land without justification, and highway safety concerns; the development plan policies were not rendered out of date and carried considerable weight.
