What decided it
The Council Members substantiated their reasons for refusal through objective analysis of planning issues and were entitled to take a different view from their Officers on matters of planning judgement, therefore unreasonable behaviour was not demonstrated.
The Inspector applied the tilted balance under paragraph 11(d) of the Framework and found that the benefits of the proposed development (market housing, affordable housing and custom and self-build plots) outweighed the moderate harm to character and appearance and conflict with development plan policies; however, the Council was entitled to reach a different conclusion on this balance.
