What decided it
The fundamental conflict of both schemes with the development plan's spatial strategy (JCS Policy 1 and LP Policy EN1) was not outweighed by the benefits, given the Council's healthy housing land supply.
The substantial weight attached to market and affordable housing delivery, together with significant weight to economic benefits and lesser weight to other benefits, did not outweigh the fundamental conflict with the development plan's spatial strategy and the development plan taken as a whole.
