The cumulative, evolving needs of the diversified rural businesses (security, animal husbandry and campsite management) demonstrated an essential need for an on-site residential presence, justifying a temporary three-year permission under Policy DM27.

No harm was found to character, appearance or highway safety; the balance turned on whether essential need for an on-site worker had been demonstrated, which was found to justify temporary (rather than permanent) residential use to allow the businesses to become established.
