What decided it

The prior approval for change of use to residential use under Schedule 2, Part 3, Class M of the GPDO 2015 justified the loss of the retail unit and outweighed the conflict with policy DM36.

The conflict with the development plan policy DM36 was outweighed by the prior approval for residential conversion which had already justified the loss of the retail unit.
