What decided it

The proposals could not be shown to be safe for their lifetime under part (b) of the Framework's flood risk Exception Test, given the inability to rely on conditions to secure effective Flood Warning and Evacuation Plans or physical flood mitigation works.

The limited to moderate weight economic, tourism, community facility and biodiversity benefits, together with little weight given to reduced carbon emissions and the sites' 'only realistic future', were outweighed by conflict with the development plan and the very significant material consideration of failure to pass the Framework's Chapter 14 Exception Test, tipping the balance in favour of refusal.
