Main issues, as the Inspector framed them

  • The effect of the development proposed on the character and appearance of the area, having particular regard to its layout and scale

What decided it

The significant harm to character and appearance caused by the fragmented, dispersed layout and scale of the proposed nine dwellings, which would be visually intrusive and out of keeping with the prevailing pattern of development, substantially and demonstrably outweighed the benefits of housing delivery and affordable housing provision, even in the context of the Council's inability to demonstrate a five-year housing land supply.

The substantial harm to character and appearance was weighed against moderate weight given to housing delivery benefits (mindful of the five-year housing land supply and Housing Delivery Test shortfall) and limited weight to construction employment and local services support; the adverse impacts significantly and demonstrably outweighed the benefits.
