What decided it

The replacement of the existing substandard High Street access with the proposed Circular Road gate access would provide a minor betterment to highway safety, and the residual highway safety risk would be minor, such that the overall proposal complies with the development plan and does not amount to an unacceptable impact on highway safety.

The minor betterment to highway safety from relocating the pedestrian access, combined with compliance with Policy DM17 on pedestrian accessibility and the minor extent of conflict with Policy DM2, outweighed the residual highway safety concerns and minor loss of historic fabric in the conservation area.
