• Whether or not sufficient information has been provided to demonstrate that adequate cycle storage, refuse storage, amenity space and landscaping would be provided on-site

What decided it

The proposal constitutes garden land development contrary to the Council's spatial strategy for growth, and the identified harms to character and appearance, future occupiers' living conditions, and neighbouring occupiers' outlook cannot be outweighed by the limited housing benefit.

The modest benefit of two additional residential units did not outweigh the various harms and associated policy conflicts identified, including garden land development, harm to character and appearance, unacceptable living conditions for future occupiers, and harm to neighbouring occupiers' outlook.
