Main issues, as the Inspector framed them

  • The effect of the proposal on the living conditions of nearby residents, with regard to noise and disturbance.

What decided it

The uncertain potential for increased noise and disturbance to neighbouring residents from intensified use of the yard, which could not be adequately controlled through planning conditions, outweighed the limited benefits of enhancing the community facility.

Applying Policy S4, the limited benefits of the proposal (community facility enhancement and modest economic benefits) were substantially outweighed by the adverse effects on neighbouring living conditions with regard to noise and disturbance, assessed against the national decision-making policies in the Framework.
