What decided it
The failure to demonstrate that a safe and suitable pedestrian and cycle access to West Street could be provided within the physical constraints of the Sutton Arms car park access, which carried significant weight against the development and could not be outweighed by housing supply benefits.
The significant harm to highway safety and limited harm to character and appearance, together with limited weight for sustainable location and employment access, significantly and demonstrably outweighed the significant benefits of housing delivery and affordable housing provision, resulting in the proposal not representing sustainable development.
