What decided it

The site's location outside the settlement boundary in open countryside, combined with the unacceptable harm to character and appearance from ad hoc backland development and insufficient evidence regarding contamination risk, meant the proposal conflicted with the development plan with no material considerations to indicate otherwise.

The limited benefits of a single dwelling and self-build provision were outweighed by the significant harm to character and appearance and conflict with the development strategy for rural areas.
