Main issues, as the Inspector framed them
- Appeal A: (i) the effect of the density of the proposed development, with particular regard to the character and appearance of the surrounding area; (ii) whether the proposed development would provide satisfactory living conditions for future occupiers, with regard to the provision of garages; and (iii) whether the proposed development would provide a safe and secure environment, with particular regard to boundary treatments.
- Appeal B: whether development of the appeal site in isolation from the remainder of the allocated site G41.1 would be appropriate, in addition to the density and character and appearance issues relevant to both appeals.
What decided it
The density of the proposed development would result in unacceptable harm to the character and appearance of the surrounding area by creating an overly intensive, tighter urban grain development inconsistent with the semi-rural, spacious pattern of the immediate surroundings.
The social benefits of housing delivery (moderate weight), affordable housing provision (considerable weight), public open space (moderate weight), and economic benefits (moderate weight) were outweighed by the significant harm to character and appearance, with the proposals conflicting with the development plan as a whole.
