What decided it
The provision of 23 entry-level affordable homes in an area with significant affordable housing need and a shortfall in housing land supply, combined with other public benefits, outweighed the moderate harm to character and appearance and limited harm to heritage assets when assessed against Framework policies as a whole under the tilted balance.
The moderate harm to character and appearance and limited harm to the setting of designated heritage assets were outweighed by the significant public benefits of 23 affordable homes, a safe pedestrian crossing and footpath, a play area, employment benefits during construction, and biodiversity enhancements, particularly given the district's shortfall in housing land supply and historic under-delivery of housing.
