What decided it
The cramped form of development and the interruption to the existing street pattern caused by introducing a lone dwelling with a substantially smaller plot than surrounding properties would cause unacceptable harm to the character and appearance of the area, contrary to the development plan and the Framework.
The moderate weight given to the benefits of securing one additional dwelling and the positive aspects of the scheme (highway compliance, space standards, accessibility, no harm to neighbours' living conditions) did not outweigh the harm to character and appearance and conflict with the development plan.
