The direct overlooking that would result from removing the condition would significantly diminish the privacy of residents in the affected bedroom at Park House, creating unacceptable harm to living conditions that outweighs the limited benefits to South Park.

The limited benefits of improved light, air circulation and modest energy efficiency gains to South Park were outweighed by the significant harm to the living conditions of residents of Park House through loss of privacy, tipping against the proposal.
