What decided it

The office is of poor quality with a residential layout and basement access that limits its appeal to potential occupants, such that its loss would not be unacceptable despite conflict with Policy CF5.

The conflict with Local Plan Policy CF5 protecting office floorspace was outweighed by material considerations relating to the poor quality of the office and the appropriateness of residential use to the Conservation Area location.
