Main issues, as the Inspector framed them

  • The effect on the housing mix with regard to the supply of larger dwellings
  • The effect on the living conditions of future residents with regard to the quality of the accommodation

What decided it

The loss of a three-bedroom family home contrary to the development plan's policy to preserve family housing, combined with poor design quality that fails to meet the Framework's aspirations for well-designed homes, significantly and demonstrably outweighs the benefit of two net additional units when assessed against the Framework as a whole.

The benefits of two net additional housing units were outweighed by considerable harm to housing mix objectives (loss of family housing identified as in short supply) and design shortcomings, when assessed against the policies of the Framework taken as a whole under the tilted balance.
