Each proposal failed one or more of the mandatory conditions for permitted development rights or conflicted with development plan policies on character and appearance and neighbouring living conditions, and these harms could not be outweighed by the housing and economic benefits.
The benefits of adding to the housing stock in an accessible location and economic benefits during construction and from resident spend were outweighed by harmful effects on character and appearance, failure to provide adequate living conditions for future occupiers, and significant harm to the living conditions of neighbouring residents through overlooking and overbearing effects.
