The benefits of adding to the housing stock in an accessible location and economic benefits during construction and from resident spend were outweighed by harmful effects on character and appearance, failure to provide adequate living conditions for future occupiers, and significant harm to the living conditions of neighbouring residents through overlooking and overbearing effects.
